The government resolves a spending cap of 5,176.64 million euros for households in 2022

Published

on

PalmaThe Minister of Finance and External Relations, Rosario Sánchez, said this Wednesday that the Governing Council has approved a spending ceiling of 5,176.64 million euros for the 2022 budget, 450 million euros more. For the first time, 183 million euros of the island factor of the special regime of the Balearic Islands (REB) will be included in the government’s bill for the next year.

Regional funding resources account for 57% of the Balearic Islands’ non-financial budget, € 2,673.18 million. That number is down 200 million compared to 2021 when it was 2,887.01 million. This decline is understood by the financing system. It works two years in advance and a payment is made in the first year based on the expected collection of VAT and excise duties by the Autonomous Community. An advance is made and two years later it is settled with liquidation. In this 2022, with 213 million euros less, we see the impact that the pandemic had and that the actual collection was less than expected. For this reason, the comparison adjusts with 213 million fewer island funds.

When dividing the total, the taxes assigned will be 924.87 million (taxes on property, inheritance, transfers …) and their own 227.20 (such as the sustainable tourism tax). Taxes on public prices and other income will be reduced by 0.7% to 82.49 million. Finally, the other foreign contributions amount to 765.09 million euros more. This will result in a projected deficit of 0.6% of the island’s GDP.

European funding, key

European funds are relevant within the spending limit put forward by the government. As stated, they would amount to € 311.7 million in Next Generation funds, of which € 186.8 million correspond to the Recovery and Resilience Mechanism, which has already been paid out in advance, and € 124.9 million REACT funds -EU. Since it comes from Europe, that last number of doubles is still not certain.

Finally, it should be remembered that until 2022, the extraordinary measures adopted by the Council of Ministers to limit the deficit, debt and spending rule will continue to be suspended. It was a measure that had already been adopted in 2020 and 2021 as a result of the Covid-19 crisis and made it impossible for public administrations to set a certain threshold for the goals of budget stability, national debt or the cost structure.
